When is the best time to prune overgrown mature blueberry bushes, after harvest or wait until winter?

That depends on where you live. I live in a warm area with a long growing season and early harvest, so for me, pruning is right after harvest. And occasionally a branch here or there at any time.

I'm only guessing, but I would think you could start taking out some obvious branches/old canes right after your harvest. And perhaps a second pass in your winter.
Hopefully someone with experience in an area such as yours will have some more informed suggestions.SoCal, zone 10.
