Avatar download problem

I use an Android Samsung Galaxy Note 10.1 (2014). I can get the photo to the forum software edit mode with the dotted line box located in the upper left hand corner used to expand and drag over the photo, but the dotted line box will not expand or move as in drag to a different part of the photo.

What ever is inside the dotted line box will be Avatar, this is done by the software to keep the all avatars the same size.
If you need more of the photo then the photo has to be reduced in size to fit the designated avatar size.

OK, I thought the software would reduce it down.

BTW, I'm using a PC not an Android....
With the PC you can drag the corners and move the Highlighted (dotted line) Box, but it will maintain the same aspect ratio (L x W).
